An expert in health law believes that the states do have the right to push ahead with therapeutic cloning research, even if the current federal ban stays.

But Queensland University of Technology’s Professor Derek Morgan says the Federal Government could opt to make life difficult for institutions that do press on with stem cell research using human embryos.

And the leading stem cell researcher, Alan Trounson, agrees it would be possible in this way, but it would be too difficult and costly.
